Secretary Pompeo, in Israel, Discusses Annexation Amid Coronavirus Lockdown

 

Israel’s new unity government could begin the annexation process in July

 

TEL AVIV—Secretary of State Mike Pompeo made a rare diplomatic foray to Israel amid the coronavirus pandemic to advance the Trump administration’s Israeli-Palestinian peace plan that allows Israel to annex swaths of the West Bank, a key plank that if implemented could stir tensions within Israel and among key partners. The Trump administration in January said it would back Israel if it applies sovereignty in parts of the West Bank, one of several important points favoring Israel in its Middle East peace plan. While Palestinians have rejected the plan and the European Union is considering punitive steps toward Israel, the nation’s new unity government could begin the annexation process in July. “We’re now some months on from the day that you came to Washington when President Trump announced [the] Vision for Peace…there remains work yet to do, and we need to make progress on that,” Mr. Pompeo said in Jerusalem ahead of a meeting with Mr. Netanyahu. Mr. Netanyahu said the formation of the unity government “is an opportunity to promote peace and security based on the understanding I reached with President Trump.” The new government will be sworn in on Thursday, ending more than one year of political uncertainty after three inconclusive elections.

 

Mr. Netanyahu repeatedly promised to annex parts of the West Bank during more than a year of election campaigning and helped shape the Trump plan, which allows annexation to happen provided the U.S. and Israel agree on the map. In coalition talks with Benny Gantz, his former rival turned partner, Mr. Netanyahu won his agreement that Israel can begin advancing annexation on July 1. Israeli officials see a short window to make progress on the effort before the U.S. elections. Presumptive Democratic nominee Joe Biden is a fierce critic of Israel’s settlements policy and has said he opposes any unilateral moves. Israel froze coronavirus restrictions to allow Mr. Pompeo to make the trip, his first in two months. He didn’t have to isolate and wore a mask when getting off the plane—though not when meeting Messrs. Netanyahu, Gantz or Gabi Ashkenazi, a former Israeli military chief of staff who will be the government’s foreign minister. The officials greeted each other with bows and appeared to keep several feet apart. Mr. Gantz has said he supports annexation only with the backing of the international community. He agreed to allow legislation on the matter to go forward as part of his deal to create a government with Mr. Netanyahu.

 

U.S. officials have said that the necessary work by a mapping committee is under way and that it can be completed by July 1. The annexation plan has been criticized by Israel’s partners in Europe. They say it departs from the long-established internationally agreed framework for a two-state solution and could allow Israel to unilaterally annex territory in the West Bank, dashing hopes for a two-state solution. Europe has urged the parties to return to negotiations. But as talks on annexation heat up, Europe is also considering a range of measures that could slash Israel’s access to European Union projects and funding if Israel presses ahead with its plan, European diplomats said.

 

Some member states have suggested the bloc review Israel’s access to its Horizon 2020 research and innovation program, worth billions of euros, and its Erasmus student exchange program, if annexation happens. Other options include increasing financial support to Palestinian entities in areas the bloc considers critical to enabling a two-state solution, and tightening the guidance for allowing Israeli entities in the occupied territories to receive EU grants, prizes and financial instruments, according to diplomatic notes. Mohammed Shtayyeh, prime minister of the Palestinian Authority, said Palestinian officials are watching Mr. Pompeo’s visit closely as well as the swearing in of the new Israeli government. “I hope Netanyahu and his government don’t go in this direction of annexation. If they do, this means all the agreements we have signed with Israel are finished,” he said in a roundtable discussion conducted over Zoom Tuesday evening.
