Kislyak called Flynn the same day Obama EO put more sanctions on Russia. The call to Flynn was a set up. A trap. Kislyak probably called someone else first and they told him to call Flynn instead.
Who would the ambassador of Russia call first to discuss these sanctions? Who redirected the call to Flynn? It was during the transition so Obama is not my first guess.
