I can easily imagine a scenario where vaccine comes out in October and Dem Gov's block distribution and go into the election saying we have vaccine but Trump is to incompetent to get it to people so they are dying needlessly. (similar to the ventilators). this is a way to head this off at the pass. He said nothing to indicate anything about forced vaccines. For people in the high risk group long term damage from a vaccine may be less of a risk than the virus. For them it may make sense. For libs it doesn't matter, any cognitive damage would be unnoticeable.
