So Hussein is definitely getting dragged into Congress, then. Graham has to appear reluctant to call him in to avoid accusations of partisanship. That way when enough solid evidence comes out that the HAVE to call him in, Graham can say, 'I wanted to avoid this, but now we have no choice because of what has been presented.'
