How did Obama spy on Michael Flynn? After all, there were no unmasking requests from the date he spoke to the Russian Ambassador (12/29/16) until January 4th. There were no FISA warrants against him or the Horowitz report would have indicated that. So how were they able to do it?
Under the FISA rules, the ONLY person that has the power to initiate a spying operation without a FISA warrant is the President of the United States, which then must be certified by the AG. In his testimony, McCabe said they were tasked with finding the transcript of the Flynn phone call by [redacted]. Is that redacted Loretta Lynch?
So how could Obama spy on Flynn without directly ordering it???? Simple: You spy on the Russian Ambassador and get him to call Flynn. But how do can you get him to do that?
Remember, Flynn was in the Dominican Republic when he spoke to the Russian Ambassador. What did Obama do while Flynn was out of the country at that time? He kicked out 30 Russian Diplomats, which he knew would result in the Ambassador calling Flynn and the CIA would be listening to the call. At that point, there's no need to unmask him because they already knew who he was, which is why there's no request to unmask his name between 12/29/16 - 1/4/2017.
