Because of the role of each person spied on. All Americans being spied on is bad no doubt.

But Americans at large are being spied on for surveillance for future action. Trump was being spied on to remove him so that future action could be taken.

We should care equally about both, in the order of priority: if our leader is taken out then we will be next.
