Discovery phase of a court case just launched?

I went to the doctor today……doctor was only allowed to see 4 patients today - I felt bad after hearing that because I'm not sick and someone else could have used my 'slot ' The State? is putting ridiculous limits on the number of patients she can see. MOAR TYRANNY!
