It is giant hogweed. Notice how the stalks support each of the individual flower clusters.
Giant hogweed has a very similar flower to Queen Anne's lace - but the height, stalks supporting the flower clusters and leaf identify it.
Queen Anne's Lace flower clusters are not individually supported by filiment-like stalks.
When I moved into my current house last year, I thought I had an 8 foot giant hogweed (it turned out to be an elderberry bush). I did a lot of research to find out what it was.
