Without A Quorum

How many members of the House of Representatives are present? In accordance with the Constitution, a Quorum of a simple majority is required to conduct business. Any vote on a resolution or bill should be invalid.

§27. Change of place of meeting

Whenever Congress is about to convene, and from the prevalence of contagious sickness, or the existence of other circumstances, it would, in the opinion of the President, be hazardous to the lives or health of the members to meet at the seat of Government, the President is authorized, by proclamation, to convene Congress at such other place as he may judge proper.

Congress by law may reconvene at place other than the Capital and by proclamation of the President. No where in Title 2 USC, Title 50 USC or H.Res. 967 dues it resolve the question of a Quorum, a simple majority. Could not find the resolution on the current work-from-home, or if that was a change in House Rules.

Article I Section 5 Clause 1

Each House shall be the Judge of the Elections, Returns and Qualifications of its own Members, and a Majority of each shall constitute a Quorum to do Business; but a smaller Number may adjourn from day to day, and may be authorized to compel the Attendance of absent Members, in such Manner, and under such Penalties as each House may provide.

If a majority of House members are not present to vote on a resolution allowing proxy votes, then a quorum to conduct business did not exist. The Rules of the House of Representatives does not override the US Constitution. It is clear from the video from the House Floor a Quorum was not present.

War Powers Resolution Acknowledged By Congress

In the H.Res. 965/967 to allow proxy voting, they cite the Wars Powers Resolution 50 USC Sec 1846. The section requires voting on concurrent resolutions and be voted on within 3 days.

Not sure Congress fully read the War Powers Resolution as the purpose is introducing US Armed Forces into hostilities per Sec 1841. President's authority would be 1841(c)(3) a national emergency created by attack upon the United States, its territories or possessions, or its armed forces.

Is Congress admitting the US it war with China due to biological weapon attack (covid-19)?

Is Congress colluding with China to hinder economic recovery and the actions of the President?

Espionage? Deprivation of Rights? Election Fraud? Sedition? Treason?

If this were a case of "prevalence of contagious sickness," Congress had the option of reconvening in another location by requesting by Presidential proclamation. Evidently Congress did not consider Covid-19 a contagious sickness but a biological attack. The legislation is 2 USC Chapter 27. When did it become law?

So Congress is opposed to law on the books since 1794 and they are also opposed the Constitutional requirement of a Quorum to conduct business as stated in Article I Section 5 Clause 1.

As the Congress has acknowledged the War Powers Resolution is in effect and their actions have clear and evident,

The President of the United States has the full authority and power and arrest such persons and try them before a Military Tribunal.
