This is typical. They scan docs and then OCR them to generate machine-searchable text. But OCR isn't perfect. So they keep the raw raster image on top for human eyes. You can simply hit Ctrl+A, Ctrl-C, and paste the rough OCRed text into the Notepad if you want to do a comparison
