The pharmacists are driven by their pharmacy board
Q is telling us that if we run into this problem locally,
Then we need to protest the actions to the local pharmacy board.
POTUS is not in charge
We the people are in charge.
So job one for we the people, is to start acting like we are in charge and call out people who are abusing their power or violating the Constitution
And in other countries call out those who violate your inalienable rights.
