Here's pretty good evidence that the Snowden document that Q linked was taken down by the site administrators. When you request the Snowden document, the web server redirects your URL to localhost (aka, your own PC) When you request any other document, the website works fine. Either the site was hacked, or admins blacklisted the URL by redirecting it to localhost.

Fair enough, that is one possibility I hadn't fully considered. Being Q'd does create a large temporary spike in traffic. Its possible the site simply couldn't handle the load, or the URL was the target of a legitimate DoS attack. … But if that were the case, I'd expect them to switch the content back on when the attack was over… I'll have to watch to see if they turn the content back on or if it stays down permanently.
