If one watches the whole press conference, then they see Barr spending 5 minutes talking about restoring a one tier justice system and that he is not going to tolerate a tit for tat political prosecution system.
He operates on the correct standard – beyond a reasonable doubt.
Thus, all the concern fags so note this:
All Barr said is that as of today, the Durham investigation does not have the beyond a reasonable doubt standard to prosecute Obama and/or Biden.
With such narrow qualifications, one can drive a super tanker through the loopholes left open for interpretation.
Maybe it is not Durham but some other prosecutor? Perhaps the beyond a reasonable doubt standard is reached tomorrow or sometime later? Military Tribunal(s)?
Point is there are so many possibilities outside the scope of Barr's statement.
Finally, what Barr said is good optics – being non-political as it should be and so far he seems to be.
