Please use the 2017 tax returns as the basis for stimulus.

The reason I’m asking this is because it is most likely more representative of the tax paying population.

Since, in 2018, most all deductions were eliminated or severely reduced I.e. Mortgage Interest, Carryovers, even tax prep fees, and many others.

The elimination of these common deductions in conjunction with not being allowed to claim yourself and dependents to reduce the amounts taken from each check caused many AMERICAN CITIZENS not to file for the 2018 tax year cause they would have to owe taxes after filing instead of getting a refund as happened in years past.

Please consider extending stimulus to those citizens who filed in 2017 before all meaningful deductions were stripped away.
