I think it prudent that hamfags get ready. Here is a proposed network protocol for this phase in the game. Only legal for hamfags to transmit, but non-hams can listen any time.

There are 2 frequencies listed for US coverage day and night. I should pick a frequency for our friends in Europe to participate.

Anybody can buy a radio and listen without a license. A license is required only for transmitting.

Actually, transmitting without knowing how to operate the gear can be a bit dangerous for the gear and the operator. Proper antenna, grounding, tuning - things you learn to get the license.

IMHO, the net shutdown is a DNS outage. I wrote about this back on halfchan. Most people use Google DNS 8.8.8.8 as a default.
