Federal Reserve Chair Jerome Powell will appear at a congressional hearing on Tuesday where he will detail the steps taken to offset the impact of the coronavirus on the U.S. economy.

 

Powell is pledging to reveal the names and other details of the entities that borrow from the emergency programs the central bank has set up.

In prepared remarks, Powell says the central bank will disclose the amounts borrowed and the interest rates it levies under its programs to provide credit for large corporations, state and local governments, and medium-sized businesses.

 

“We are deeply committed to transparency, and recognize that the need for transparency is heightened when we are called upon to use our emergency powers,” according to the remarks.

 

The Fed chair will also reiterate that the central bank will use “our full range of tools to support the economy in this challenging time."

 

Powell will detail the steps taken so far including lowering interest rates, improving liquidity conditions in short-term funding markets and the creation of the Commercial Paper Funding Facility and the Money Market Mutual Fund Liquidity Facility

Kevin Mayer, the executive who oversaw the launch of Disney’s streaming service, is leaving the Mouse House to become the chief executive officer of popular social media app TikTok.

 

Mayer is joining TikTok at a time of increased scrutiny over the viral video app, which is owned by Chinese conglomerate ByteDance.

 

Popular for its short often quirky videos, the three-year-old app has been downloaded 2 billion times, according to research firm Sensor Tower. It has also been a target of government officials skeptical of its ties to China, many of whom have demanded that it not be used by government agencies, including the US Army, which had been using it for recruiting purposes.

 

Mayer’s departure comes just three months after he was passed over to succeed longtime Disney CEO Bob Iger. When Disney announced on Feb. 25 that Iger would handing the reins of the Mouse House to the head of its parks unit, Bob Chapek, Mayer had not yet been informed that he was out of the running, sources said.

 

Disney said Monday that it will replace Mayer with Rebecca Campbell, a 23-year Disney veteran, who has held leadership roles across the company’s media and international and parks businesses. Campbell, who most recently served as president of Disneyland Resort, will report directly to Chapek.

 

Campbell will oversee the firm’s burgeoning streaming video businesses globally, including Disney+ — which this month said it landed 54.5 million paid subscribers less than six months after its launch —as well as ESPN+, Hulu and Hotstar, a popular streaming service in India.

Facial recognition helps reunite kidnapped toddler with family after 32 years

(CNN)A man who was abducted as a toddler 32 years ago was finally reunited with his biological family Monday, with the help of facial recognition technology.

 

Mao Yin was taken from his parents in 1988 when he was two years old while outside of a hotel in the Chinese city of Xi'an, in Shaanxi province. He was then sold to a childless couple in the neighboring Sichuan province, according to Chinese state-broadcaster CCTV.

 

Authorities said they were still investigating the initial abduction and did not release further information about Mao's adoptive parents.

 

Mao was raised by his adoptive parents as Gu Ningning, without knowing his birth parents had been searching for him for more than three decades, the report said.

 

In late April, police in Xian received a tip-off that a man in Sichuan province had bought a child from Shaanxi in the late-1980s, state news agency Xinhua reported.

 

The police used facial recognition technology to analyze an old photo of Mao as a boy and came up with a simulated image of him as an adult, which was then compared with photos in the national database, according to CCTV. It did not give details about the database or the process of how the photos were compared.

Chinese troops have bolstered their border control measures in the Galwan Valley in the Aksai Chin region of the Sino-India border, official media here reported on Monday.

 

The Chinese action followed "India's recent, illegal construction of defence facilities across the border into Chinese territory in the Galwan Valley region," a write-up in the state-run Global Times tabloid said, quoting unnamed military sources.

 

"Since early May, India has been crossing the boundary line in the Galwan Valley region and entering Chinese territory.

 

"The Indian side built defence fortifications and obstacles to disrupt Chinese border defence troops' normal patrol activities," the report claimed.

 

There was no immediate reaction from either the Ministry of External Affairs or the Indian military.

 

A military official in New Delhi on condition of anonymity said such incidents happen along the un-demarcated Sino-India border due to the varying perceptions of the frontier by the two sides.

 

On May 5, around 250 Indian and Chinese army personnel clashed in Pangong Tso lake area in Eastern Ladakh.

 

Four days later, there was a similar face-off near Naku La Pass in North Sikkim.

 

Reacting to the two border incidents, India last week said it remained committed to maintaining peace and tranquillity along the border with China noting that such incidents could have been avoided if there was common perception about the frontier.

 

External Affairs Ministry Spokesperson Anurag Srivastava said on May 14 that India and China attach utmost importance to ensuring peace and tranquillity in all areas of Sino-India border regions and referred to an affirmation about it by Prime Minister Narendra Modi and Chinese President Xi Jinping in their two informal summits.

 

"Occasionally, however, on account of difference in perception of the alignment of the Line of Actual Control (LAC), situations have arisen on the ground that could have been avoided if we had a common perception of the Line of Control (LAC)," he said.

Trump admin taps startup to build nation's first stockpile of key drug ingredients

 

The $354 million project is designed to shore up the drug supply chain and reduce the country's dependence on foreign manufacturers.

 

Seeking to secure the nation's supply of critical medications, the Trump administration has signed a $354 million contract that would create the nation's first strategic stockpile of key ingredients needed to make medicines.

 

The agreement was signed Monday with Phlow Corp., a generic drug maker based in Virginia. According to a news release to be made public Tuesday, the project will use federal funds from the Biomedical Advanced Research and Development Authority under the Department of Health and Human Services.

 

The goal is twofold: to enable the U.S. to manufacture essential drugs at risk of shortage and to create a reserve of active pharmaceutical ingredients to reduce the dependence on foreign suppliers.

 

Phlow's CEO, Dr. Eric Edwards, told NBC News that the company had been in discussions with the administration back in November but that the project was fast-tracked once COVID-19 hit.

 

"We said: 'We have a short-term and long-term solution. We know that there are certain key essential generic medicines that are going to go into shortage if this thing starts spreading,'" Edwards said. "There were drugs that were already on the FDA drug shortage list long before COVID-19 and we already saw what was happening with PPE, and we knew this was going to be as bad or even worse."

 

"PPE" is short for personal protective equipment used by medical personnel.

As Xi Jinping prepared to address the World Health Assembly on Monday, it seemed like the Chinese leader might be in a vulnerable spot.

 

More than 100 countries had signed onto a resolution calling for an independent probe into the origins of the coronavirus pandemic. While the language in the document was thoroughly diplomatic, and did not call out any particular country, it grew out of a push by Australia to look into China's own failures in the initial stage of the crisis, and went against Beijing's stated desire for any investigation to be run by the World Health Organization (WHO) itself.

 

Chinese officials previously described Canberra's proposal as "highly irresponsible," and accused Australian officials of undermining global efforts against the virus. But when Xi addressed the annual meeting of WHO members, he took a more conciliatory tone: of course China was willing to support an investigation into the virus – once the pandemic is over.

Hydroxychloroquine is used to treat systemic lupus erythematosus, rheumatic disorders like rheumatoid arthritis, porphyria cutanea tarda, and Q fever, and certain types of malaria.[2] It is considered the first-line treatment for systemic lupus erythematosus.[11]Certain types of malaria, resistant strains, and complicated cases require different or additional medication.[2]

 

It is widely used to treat primary Sjögren syndrome, but has not been shown to be effective.[12]Hydroxychloroquine is widely used in the treatment of post-Lyme arthritis. It may have both an anti-spirochaete activity and an anti-inflammatory activity, similar to the treatment of rheumatoid arthritis.[13]

 

Adverse effects

 

The most common adverse effects are nausea, stomach cramps, and diarrhea. The most serious adverse effects affect the eye, with dose-related retinopathy as a concern even after hydroxychloroquine use is discontinued.[2] For short-term treatment of acute malaria, adverse effects can include abdominal cramps, diarrhea, heart problems, reduced appetite, headache, nausea and vomiting.[2]

 

For prolonged treatment of lupus or rheumatoid arthritis, adverse effects include the acute symptoms, plus altered eye pigmentation, acne, anemia, bleaching of hair, blisters in mouth and eyes, blood disorders, convulsions, vision difficulties, diminished reflexes, emotional changes, excessive coloring of the skin, hearing loss, hives, itching, liver problems or liver failure, loss of hair, muscle paralysis, weakness or atrophy, nightmares, psoriasis, reading difficulties, tinnitus, skin inflammation and scaling, skin rash, vertigo, weight loss, and occasionally urinary incontinence.[2] Hydroxychloroquine can worsen existing cases of both psoriasis and porphyria.[2]

 

Children may be especially vulnerable to developing adverse effects from hydroxychloroquine.[2]

 

Eyes

 

Main article: Chloroquine retinopathy

 

One of the most serious side effects is retinopathy (generally with chronic use).[2][17] People taking 400 mg of hydroxychloroquine or less per day generally have a negligible risk of macular toxicity, whereas the risk begins to go up when a person takes the medication over five years or has a cumulative dose of more than 1000 grams. The daily safe maximum dose for eye toxicity can be computed from a person's height and weight.[18] Macular toxicity is related to the total cumulative dose rather than the daily dose. Regular eye screening, even in the absence of visual symptoms, is recommended to begin when either of these risk factors occurs.[19]

 

Toxicity from hydroxychloroquine may be seen in two distinct areas of the eye: the cornea and the macula. The cornea may become affected (relatively commonly) by an innocuous cornea verticillata or vortex keratopathy and is characterized by whorl-like corneal epithelial deposits. These changes bear no relationship to dosage and are usually reversible on cessation of hydroxychloroquine.

 

The macular changes are potentially serious. Advanced retinopathy is characterized by reduction of visual acuity and a "bull's eye" macular lesion which is absent in early involvement.
