This effectively gives the Cabinet Secretaries carte blanche to fix the regulations themselves instead of passing them up to POTUS as was done in the first part of the term.
I think there are two messages here.
1) all the strategic regulatory changes that needed to be timed right to match the plan, have been done.
2) the plan is now in such a secure position with no way out for the deep state, that Trump can begin the devolution of power from POTUS. I believe in his second term this will accelerate, and we will see active distribution of powers that had been collected in the Presidency and a simultaneous geographical distribution of power. For instance, why isn't the Dept of Agriculture based in Kansas? Why isn't the Department of the Interior based in a Western Mountain state?
