Interesting in that every thing has double meanings.

"Two justice systems".

Most people will interpret that as the punitive justice system used as a bludgeon against the Normies, and the "special" track where people are not charged or get extraordinarily light sentences.

 

The double meaning could be the civilian justice system, and the UMCJ military system.

 

Obama, as President, also holds the office of Commander-in-Chief, the highest ranking military officer in the country.

That makes him subject to the laws of the UMCJ and "no one is above the law".

People subject to the UMCJ who are in receipt of retirement pay can be brought back even in retirement to face justice in the military courts system for violations of military law.

 

An example is this retired 2 star general who was arrested and tried long after he had retired. He ended up getting the charges dismissed because of a ruling on appeal, but the precedent is there. Retirement from "active duty" does not release you from the jurisdiction of the military legal system.
