There was just a SCOTUS case about working to either lure or convince to illegals stay in the US. Now what they are doing is a specifically criminal enterprise, even though they may not as orgs or individuals profit from it directly or indirectly. If they are inducing illegals to stay here or aiding them, it's criminal. The case SCOTUS ruled on was a woman in CA who induced illegals to come to the US with the promise of public benefits and help from orgs.
