The hail and fire is referring to the prayers of those in Christ that were crying out for the great apostasy around them, and the persecution targeted at them:

 

3 Then another angel, having a golden censer, came and stood at the altar. He was given much incense, that he should offer it with the prayers of all the saints upon the golden altar which was before the throne. 4 And the smoke of the incense, with the prayers of the saints, ascended before God from the angel’s hand. 5 Then the angel took the censer, filled it with fire from the altar, and threw it to the earth. And there were noises, thunderings, lightnings, and an earthquake. Rev. 8

 

The "third" is in the context of the apostates. Zechariah's Chapter:

“Awake, O sword, against My Shepherd, Against the Man who is My Companion,” Says the Lord of hosts. “Strike the Shepherd, And the sheep will be scattered; Then I will turn My hand against the little ones.

8 And it shall come to pass in all the land,” Says the Lord,“That two-thirds in it shall be cut off and die, But one-third shall be left in it:

9I will bring the one-third through the fire,Will refine them as silver is refined, And test them as gold is tested. They will call on My name,

And I will answer them. I will say, ‘This is My people’; And each one will say, ‘The Lord is my God.’ ” Zech. 13

Two of the thirds are cut off because they are apostates, while the remaining third are refined, converted. The two other thirds are particular groups of apostates. One of the two thirds is referring to those from among the Jews who had fallen away, resulting in the captivity to Babylon. Many of those who didn't repent, lost their inheritances in Israel, while others returned. Relative to the Revelation, specifically, the third of the "stars" from Rev. 6, these are the apostates from among the Gentiles. Both groups of apostates had two things in common: 1) Seeking the QUEEN OF HEAVEN, which resulted in 2) Captivity to Babylon. The apostate Jews had gone to Babylon of old, while the Gentile apostates became captive to the Revelation BABYLON, MOTHER OF ALL HARLOTS.

 

The prayers of the saints, the Fire from Heaven, burned up a "third" of the earth, trees, and grass. This is referring to the Gentile apostasy, thus one of the two "thirds". The trees are leaders in the apostate church (Scripture refers to men as "trees"), and the "grass" the people sitting at their feet. This in turn spread throughout the rest of the visible Christian churches, so that the Water of the Word was compromised, and poisoned, the "third" of the sea, the nations of the Gentiles often referred to as the sea. The "blood" is the defilement, for he who offers an oblation as an apostate it is as if he drank swine's blood (also Scripture). All who drank of this spreading apostasy "died"–fell away, and the apostates sent missionaries throughout the world spreading this poison. The "ships", the missionaries' faith was "shipwrecked", casting out their foam on the shores.

 

As Paul foretold, once the Great Falling Away occurred, it was time for the Man of Sin. The third angel blew the Trumpet, and a great star, as compared to the third of the stars that fell, so a notable star, fell from heaven. As Jude says, these are "wandering stars", a reference to falling (apostasy) away. This was the Man of Sin. Scripture refers to "wormwood" as the teaching of false prophets. The Man of Sin deceived the apostates into receiving the Mark of the Dragon by his doctrines, because they loved not the truth, so they were given over to be deceived and destroyed, a spiritual destruction, death by blasphemy of the Holy Ghost. The teaching of the Man of Sin brought Darkness and not Light, the Lie and not the Truth, so the Light, the Truth, was obscured as if covered with a bushel basket.
