This is a pretty sweet scam actually.

Taxpayers fund DARPA project into technology.

DARPA scientists steal the technology and create private companies that monetize the technology.

Company gets billions from the government in subsidies.

Executives make millions/billions in private wealth off of the back of the companies.

Government gets tax revenue/bribes from the companies to continue the scam.

It's really beautifully evil. All you have to do is call anyone a heretic, sorry I meant "conspiracy theorist", who points it out, and you get to steal from the world and become fabulously rich while doing nothing productive.
