Best possible explanation I've seen… they were already spying on Flynn illegally and needed to find justification quickly before Trump got in. They did the best they could.

Second best would be that they needed to tie Trump to Russia and this was their best bet. I'm not 100% sold on that, but maybe this all started because of Flynn. I honestly can't remember.
