Those 'dams' are horribly designed.
Never had a dam break in memory in Oregon.
Built with rip rap (rock) and concrete.
EQ might do it, but never been an issue due to floods.

To be fair appears to be fairly flat, but yes still could make a concrete version of the same thing they did with dirt and very unlikely to fail.
Most of ours,(probably like yours) are in narrow valleys in the mountains.
