Teenage boy charged in Canada's first 'incel' terror case
The 17-year-old boy is accused of fatally stabbing a woman in February.
Incel, short for "involuntarily celibate," is an online subculture focused on members' perceived inability to find romantic or sexual partners.
A 2018 attack in Toronto that killed 10 was also allegedly inspired by the ideology, but the accused in that case was not charged with terrorism.
On Tuesday, Toronto Police and the Royal Canadian Mounted Police (RCMP) issued a joint press conference announcing the terrorism charges.
The suspect, who cannot be named because he is a minor, had already been charged with first-degree murder and attempted murder shortly after the incident, which took place at an erotic massage parlour.
Police allege he fatally stabbed Ashley Noelle Arzaga, 24, who was discovered inside the building around 13:00 local time on 24 February. Two other people, a man and a woman, were found outside the premises with stab wounds.
Ms Arzaga is remembered as a loving mother and a kind person, the Toronto Star reported.

When Toronto police learned the crime may have been motivated by an extremist ideology, they contacted Canada's federal RCMP, which ultimately decided to press terrorism charges.
"Terrorism comes in many forms and it's important to note that it is not restricted to any particular group, religion or ideology," said the RCMP.
A first-degree murder conviction for an adult carries a mandatory minimum sentence of 25 years-to-life, but as the suspect was 17 at the time of the crime, there is no mandatory minimum.
He appeared by video before court on Tuesday morning to hear his new charges, and remains in police custody.
What is incel?
"Incel" is short for "involuntarily celibate". It generally - though not exclusively - refers to online groups of men who feel they are unable to enter into sexual relationships. They blame women for their grievances, which they discuss in internet forums.
The attitudes of men who visit the online message boards vary widely, but they frequently vent anger against sexually prolific men ("Chads") and women ("Stacys"). More generally, incel forums often include rants aimed at feminism and women.
In 2018, Alek Minassian allegedly drove a van into a busy Toronto commercial street killing 10 people and wounding 16.
He later told police the attack was retribution for years of rejection by women, and that he identified as a member of the incel movement. He was charged with 10 counts of first-degree murder and 16 counts of attempted murder, but he was not charged with terrorism.
His case is currently before the court.
Minassian was allegedly inspired by Elliot Rodger, who killed six people in a stabbing and shooting spree in Isla Vista, California, in May 2014.

Andrew Cuomo yesterday pulled the plug on his struggling campaign for governor – confronted with an unwinnable race and heavy pressure from top Democratic leaders.
After private advice from former President Bill Clinton and many others to quit the contest, Cuomo made the stunning announcement – which clears the way for Carl McCall to take on Gov. Pataki – just hours after the release of a new poll showing he was hopelessly trailing with just a week before Tuesday’s primary.
Cuomo took his own campaign to task for failing to create a coherent message during his year-and-a-half effort.
“You can sometimes have too many good ideas, and when you try to communicate too many ideas, sometimes you wind up communicating nothing,” Cuomo told shaken supporters and family members at the Hilton.
Cuomo said he turned aside advice from aides to attack McCall in the final stage of the contest, because he feared it would divide the party.
“We still have an open wound that we are dealing with from last year’s Democratic mayoral election, and feelings are still sensitive and fragile,” said Cuomo, 44, the son of former three-term Gov. Mario Cuomo.
Without saying a good word about his former Democratic rival, Andrew Cuomo urged his supporters to back McCall “with the same passion that you have supported me.”
Despite the unity claims, McCall didn’t attend Cuomo’s announcement, and there are no immediate plans for the two to campaign together.
In an interview with New York 1, Cuomo said, “I’ve offered my assistance, but they run their campaign, they know what they need, they don’t need me and they don’t need anyone from my campaign – that’s fine.”
At yesterday’s news conference, Clinton – who appointed the younger Cuomo his federal housing secretary – got heavy applause when he said, “I will make you a prediction. I am the only person standing on this stage whose political career is over.”
Less than two hours later, a buoyant McCall held his own press conference at his Midtown campaign headquarters, with cheering supporters.
“Wait a minute! This was all supposed to happen next Tuesday,” McCall said.
Cuomo – who never recovered from saying Pataki only “held the leader’s coat” after Sept. 11 – dropped out just a day after Sen. Hillary Rodham Clinton marched with McCall at the West Indian Day Parade in Brooklyn.
McCall’s campaign officials said Cuomo’s decision allows them to pull their TV advertising until after Sept. 11, saving about $1 million so that it can be used against Pataki for the November election.
But McCall, 66, is still vastly underfinanced compared to Pataki, who had $23 million in July.
Pataki did not directly comment on Cuomo’s withdrawal, but his campaign manager, Adam Stoll, was gloating.
“Andrew Cuomo’s troubles began the minute he engaged in negative personal attacks against Gov. Pataki,” Stoll said. “And he never recovered.”
A Pataki aide said that while the move by Cuomo could gove McCall a slight bump in the race, the GOP strategy is essentially unchanged.
“We have known for the last three weeks that Carl would be the winner,” the aide said.
One factor helping Pataki in November is that Cuomo will still be on the ballot, on the Liberal line, while McCall runs as a Democrat.
