He had several motives. One was to pad the death counts (since the virus was underperforming in that regard). Another was sicker yet–he enjoyed getting rid of the most useless of eaters (in his warped opinion); he enjoyed the suffering of the families as well as the victims themselves. He enjoyed wielding this power. Enjoyed it.
