one is a leader and purveyor of truth
the other is a scared weasel projecting panic and fear
ok, well ya see it is not that easy to just bring down some buildings or stage a fake plague, there is a lot of hard work and planning that has to go on to accomplish these monumental feats that need to happen for the betterment of all of us. Plans need to be written and hashed out, re-written, rehashed, sometimes it ain't clean but it just ain't easy pulling off these grand illusions.
