Looking for the appropriations details to see if that was a factor when came upon S. 3713 among the congress cluster fu@k.

Perhaps the date is way of telling Congress... GET OFF YOUR LAZY ASSES AND DO YOUR JOB.

Bill was introduced May 13 for this specific purpose but no action and no text for the bill is yet available according to Congress.gov.

Also, the House has been submitting literally hundreds of coronavirus BS bills that backlog the GSO.

S.3713 - A bill to require the Secretary of Defense to provide to certain members of the National Guard serving on active service in response to the coronavirus (COVID-19) the transitional health benefits provided to members of the reserve components separating from active duty.

Text: S.3713 — 116th Congress (2019-2020)

As of 05/20/2020 text has not been received for S.3713 - A bill to require the Secretary of Defense to provide to certain members of the National Guard serving on active service in response to the coronavirus (COVID-19) the transitional health benefits provided to members of the reserve components separating from active duty.

Bills are generally sent to the Library of Congress from GPO, the Government Publishing Office, a day or two after they are introduced on the floor of the House or Senate. Delays can occur when there are a large number of bills to prepare or when a very large bill has to be printed.

Looking at the bills signed into Law,most of the National Guard appropriations was in the CARES Act, H.R. 748.

Title III Department of Defense (about 3/4 down in the bill)

Though the National Guard assistance has been tasked with providing extensive services and under a national emergency, costs picked up by the Feds, Congress was short on funding, approximately $1.5 billion combined. Fully supporting tens of thoussands of service members and all related expenses for over two months so far. Illustrates what Congress thinks of our Service Members, wanting them to do so many tasks and never wanting to cover the bill.
