Why does Q allow the mass shootings? Like, why?

I believe "control" is relatively straightforward to understand as a word, though. "to have power over". Q describes it as them "expending ammo", but I don't see the strategic reason for why.
I understand it more now. They don't allow it, they're giving themselves the room necessary to properly deliver the "blow" when they have no more ammo to expend. Wow, these people are actually stupid.
