States needed to shutdown and restructure.
Fact is that the people of each of the several states need to complete reconstruction of their state.

Reconstruction acts have not been repealed.
Must reconstruct our county assemblies first and then the state assemblies.
Our de jure federal government was mothballed in 1860, state/local governments followed later.
The key is correcting political status from United States citizen to American State national.
Only the people can complete reconstruction. Citizens are not considered part of We, the People . . . from legal interpretation.
