If I may add a potential perspective that could be done with the memo. I don't know the details, so I don't know what is valid versus what isn't valid.
If it's possible, I would expose the memo as an assault on the American people by utilizing the low-profile cases involving 'ordinary' people being attacked by the Deep State. And then, Trump comes in and protects the 'average' cases and comes out like a defender of the common man that the Deep State is really attacking the average American. It'll make Trump look heroic.
But that depends if the Memo involves illegal activity dealing with 'normal' people.
Another thing to consider is to make a lawsuit, because even if you lose, you'll still 'win' the moral high ground. It'll bring attention to the case, you can have the media publicize the trial, and you'll come out with a distinctive advantage because the truth will become known.
In terms of stopping military spending, it can be done, but it's going to be tricky. Cut a deal with one of America's enemies and have them put out threatening, insincere gestures, and then, after these gestures, have Trump turn to Congress and say,
>"Our enemies are going after us and the Democrats want to shut down the army because of them. They are traitors with the enemy."
This will forever end the ability of the Deep State to shut down the military. Whenever there are budget cuts to the military, simply have a foreign power issue a threat, publicize that threat, and then you have the moral high ground and Congress can't do shit about the military budget.
