Judge Henderson:
On June 3, 1986, Henderson was nominated byPresident Ronald Reaganto a seat on the United States District Court for the District of South Carolina vacated by Judge William Walter Wilkins.[2] She was confirmed by the United States Senate on June 13, 1986, and received her commission on June 16, 1986. Her service terminated on July 11, 1990, due to elevation to the District of Columbia Circuit.[1]
On May 8, 1990, President George H. W. Bush nominated Henderson to a seat on the United States Court of Appeals for the District of Columbia Circuit that had been vacated by the resignation of Kenneth Starr to become Solicitor General of the United States.[3] The Senate confirmed Henderson on June 28, 1990 by unanimous consent, and she received her commission on July 5, 1990.[1]
Judge Winkins:

During the 111th Congress, Delegate Eleanor Holmes Norton recommended Wilkins for filling a vacancy on the United States District Court for the District of Columbia.[14] On May 20, 2010, President Barack Obama nominated Wilkins to a judgeship on the District Court for the District of Columbia.[4] He was confirmed by the United States Senate on December 22, 2010.[15] Wilkins received his commission on December 27, 2010.[5]
Judge Rao:

On November 13, 2018, President Donald Trump announced that he would nominate Rao to the seat Justice Brett Kavanaugh previously occupied on the United States Court of Appeals for the District of Columbia Circuit.[12] Her nomination was sent to the Senate later that day.[13] On January 3, 2019, her nomination was returned to the President under Rule XXXI, Paragraph 6, of the United States Senate. On January 23, 2019, President Trump announced his intent to renominate Rao for a federal judgeship.[14] Her nomination was sent to the Senate later that day.[15]
