go to the federal district court website for your area - some states have one some have several

they are VERY friendly to plaintiffs with NO attorney

they are used to jailhouse lawyers

all the forms and instructions are provided inculindg a request to waive filing fees if u cannot afford

the only expense is serving the summons but ANY adult not in the case can service for you - a friend not a relative

just do it its not nearly as hard as you believe

if you make an error they will tell you then just correct it LOL

its either a 1983 or a bivens case look it up or shck the forms its right on there in my court
