R's would support it bc they want to take HCQ without the hassle and expense of a doctor's visit and dealing with uncooperative pharmacists.
D's would support it in the delusional belief that HCQ will kill off large swaths of Deplorable Repugs.
It's a policy that attracts votes from both party bases. As DJT says, what do you have to lose?
