It was originally intended to be a 100-year experiment to see if seeds could be durable in a cold environment. However, people were uninterested in the project and it failed to attract donors, until the Bill Gates Foundation, the Rockefeller Foundation, Monsanto, and Syngenta decided to donate. The Bill Gates Foundation alone investing $30m.

It has an impressive list of financial sponsors which it calls the Donors’ Council. Among the most eye-catching they name Bayer Crop Science, which now incorporates Monsanto; DuPont Pioneer Hi-Bred; Syngenta AG, now owned by ChemChina. These are the world’s largest purveyors of GMO patented seeds and the paired agrichemicals such as Roundup with glyphosate. China’s now state-owned Syngenta is the world’s largest supplier of crop chemicals.
In addition, Crop Trust Donors include the Bill and Melinda Gates Foundation, the major donor to initiate the Trust in 2004 with the FAO, the United Nations Food and Agriculture Organization and CGIAR, acting through Bioversity International.
Gates Foundation is joined at Crop Trust by the Rockefeller Foundation, the ones who first financed the creation of GMO biotechnology beginning in the 1970’s at their International Rice Research Institute, where they spent millions trying to develop the colossal failure called Vitamin A-enhanced Golden Rice. CGIAR, set up in 1972 by the Rockefeller Foundation and Ford Foundation to spread their Green Revolution agribusiness model, controls most of the private seed banks from the Philippines to Syria to Kenya. In all, these present seed banks hold more than six and a half million seed varieties, almost two million of which are ‘distinct.’

The plaintiffs — corn farmers, grain handlers, exporters and others — contended that they lost as much as $7 billion after Syngenta sold farmers genetically modified corn that contained a genetic trait detected by China, a major U.S. corn importer, causing that country to reject it. The case was certified as a class action in 2016, consolidating more than 440,000 claims.
They are making farmers use "terminator" seeds and they have to buy new seeds every year…

Who uses such a seed bank in the first place? Plant breeders and researchers are the major users of gene banks. Today’s largest plant breeders are Monsanto, DuPont, Syngenta and Dow Chemical, the global plant-patenting GMO giants. Since early in 2007 Monsanto holds world patent rights together with the United States Government for plant so-called ‘Terminator’ or Genetic Use Restriction Technology (GURT). Terminator is an ominous technology by which a patented commercial seed commits ‘suicide’ after one harvest. Control by private seed companies is total. Such control and power over the food chain has never before in the history of mankind existed.
This clever genetically engineered terminator trait forces farmers to return every year to Monsanto or other GMO seed suppliers to get new seeds for rice, soybeans, corn, wheat whatever major crops they need to feed their population. If broadly introduced around the world, it could within perhaps a decade or so make the world’s majority of food producers new feudal serfs in bondage to three or four giant seed companies such as Monsanto or DuPont or Dow Chemical.
