ChinaVirus fuckery by mail?

A friend of my brother's, who lives in Caldwell, ID recently received a package in the mail from China Post. Inside was a ziploc bag with a single cheap face mask in it. He never opened the ziploc bag.

This package was sent direct from China to his home but he doesn't know anyone in China nor has he ever ordered any face masks. The package is marked "Socks" and he never ordered socks either. To his knowledge he has never ordered anything from China.

Could this be an attempt to spread the virus? Have any anons seen this kind of thing happening? Should this be reported? If so, to who. My brother said the guy reported it to local police and FBI via phone but they told him to throw it away.
