Biowarfare using "disabling agent" is far preferred over those causing death.

If many die quickly, it is obvious and an antidote or countermeasures can be put in place quickly to stem the loss.

If a disabling agent is used, there are multiple benefits:

1- takes out some healthy population that would otherwise oppose you (military, those able to join mil)

2- messes up your opponent's economy (workforce decreased)

3- messes up opponent's military sourcing (items not made by mil)

4- additional allocation must be made to care for the ill (more workforce taken out / reallocation of other resources)

5- not readily apparent it is a bioweapon and thus the time between discovery of that fact and actual antidote/cure/avoidance measures ensures greater hardship for your opponent

 

You can see why it is preferred.

I don't think we (the public) can access them. "Journalists" pay to access it and have logins via their particular employer.

I don't know anything about code or hacking, myself.

The point of the exercise with the Anderson Cooper photo with his printout on his coffee table was for us to figure out how the 4am talking points were delivered. Gannett, if you remember? He had printed out something from their portal for "journalists"
