Thing is, why would he schedule an appointment for 8 AM in Florida, then figure to be back in DC by the time the Roll Call vote was held on the Appropriations Bill that morning?

Do we have an affidavit from the Bergmans in re meeting with Joe in person?

Congresscritters don't usually take Fridays off if the House is in session unless they are gone on more important business through the week. Helping with an immigration status problem for a constituent is not something a Congresscritter would deem very important; he would schedule the meeting for some time when he was home at a regularly scheduled home visit, not Friday morning.

Something else bothers me - in the police report, Mrs. Bergman was a registered nurse - coincidence?

She said she took Lori's pulse. If rigor mortis had set in, I'd think a registered nurse wouldn't even have bothered taking a pulse.
