Other issues with all "mail-in-ballot" enacted in a short time ramp-up:

 

voter registration rolls are not verified and cleaned up for people that move, deceased, or not eligible. Though federal law requires a 2 year review and time period for updating received changes, not everybody changes the details timely after an event.

 

Creates confusion for service members stationed away from their home of record, will they have to submit an absentee application and will a ballot have been sent to their residence of record. Duty addresses can change several times a year for some service members. Some holds true for college students, attending outside their district or another state.

 

How can a state ensure immigrants who are not yet proficient in English reveive appropriate ballots and instructions in their language? With polling stations, they are more esially to accommadate providing material in other languages. Federal law has requirements for larger population groups but many new citizens may not fall into those groups.

 

How will states comply with the same day registration and verification requirements for people that did mail-in registration?

 

Why is it the federal government's responsibility to subsidize a last minute change in voting methods?

If nothing else on the mail-in-voting issue, the President should issue an Executive Order requiring review and accuracy of voter registration rolls and addresses prior to sending ballots, as well as specifying how absentee and foreign language ballots will be handled.

President would have authority under 52 USC Ch 207 to verify registrations are accurate and current.
