Wow they use a statistical model that doesn't want to use statistical measures. Why? Usually natural phenomena follow a "normal distribution" which defines the tails of the model. If you don't use errors or C.I., the tails are not bound specifically. The tail is being used to define the end date but it is meaningless because its not bound using statistics.
