Smart dust hasn't been around "forever" but at least circa 2000 .mil was using it for remote sensors for battlefield security and control.

 

Smart dust in the sense of mind control is a whole other kettle of fish.

The American military is enormously interested. In 2001 they tested small (match-box rather than dust-sized) sensors called โ€œmotesโ€, which had been designed to act as intelligent surveillance devices. The motes were dropped from a drone plane alongside a road, set up a communication network among themselves and activated magnetic sensors to detect passing vehicles. By comparing readings among themselves, the mote network calculated the speed and direction of passing 142 military vehicles and then beamed the information back up to the drone plane when it passed overhead an hour later. The test was a complete success.
