Smart dust hasn't been around "forever" but at least circa 2000 .mil was using it for remote sensors for battlefield security and control.

The American military is enormously interested. In 2001 they tested small (match-box rather than dust-sized) sensors called “motes”, which had been designed to act as intelligent surveillance devices. The motes were dropped from a drone plane alongside a road, set up a communication network among themselves and activated magnetic sensors to detect passing vehicles.
