This one is easy. There was a call to appoint another special counsel. That would have been a big mistake as the investigation into Obamagate/FISAgate would be taken away from the WH. Furthermore it would have added at least 6 months in delays. Instead it appears we will get arrests in April.

Also, a Special Council would have to use a DC Grand Jury. Huber is most likely using a Utah Grand Jury.
