You're missing the point. HCQ works, and when you add zinc or zpack to it, works not only as a prophylactic, but as a therapeutic.
HCQ + Zpack was used in the French study (Actually, HCQ alone and also HCQ + Zpack for control). Dr. Raoult showed it was working fantastically. He was sending people home, and after 6 days, not showing a viral load in the patients treated.
Then, WHO pauses their study. Then France bans HCQ to treat COVID-19 over "health concerns". Dr. Raoult already is challenging the claims made by France. HCQ is listed in the WHO list of essential medicines.
