Delay tactics mitigate/prevent Chinese counter moves. There are moves and countermoves. If you control timing then you also control countermoves, and if you are ready before their countermoves then what you have is an enemy responding to the wrong time-line.

Were you as strong and ready yesterday as you are 2 weeks from now? Why would delay be necessary? Increased readiness, increased strength? Is China growing stronger after each strategic delay?
