I always took it to mean he had a threat presented to him that he was not willing to pay the price and backed down.

As soon as he shut the Country down I thought about that strange comment and attributed it to this.

(((they))) would have made sure the death numbers were so huge if POTUS didn't shut it down.

He made the economy sky rocket and has proof he did it once and can do it again. People , even dems, know he is the one to rebuild the economy.
