This is the important part. To find the people who should be investigated. To get just enough evidence hidden in plain sight to justify search warrants and professional investigators.

All we needed was one photo that violates Instagram's stated policy and suggests that the person who posted it was involved in sex trafficking. That is enough to get a search warrant to go through ALL OF INSTAGRAM because they are not following their policy, and go through EVERYTHING OWNED BY THE POSTER to see if they are indeed involved in crime. That job has now been done.
