I always liked the idea of only allowing gibs for those who leave the country and give up citizenship. Basically, if you sell your citizenship then you get paid. If you stay then you dont get shit. People respond to incentives and stupid people respond to small financial incentives. So pay them to leave permanently. Simple as that. Make an affiliate program if they bring others along with them. Open it up to prisoners and ban financial payments to shithole countries that wont take our garbage. They will gladly take any and all of them and be better for it. Those who stay will be the ones that want to work. Prisons will empty out. Only short timers will be in prison. Its possible, Its cheap, its moral its completely voluntary and its constitutional. It should happen.
