Japan has a constitutional monarchy. The United States is currently overrun with too many wannabe monarchs in Congress, in state government and in the permanent bureaucracy who want to rule without constitutional limits.
Japan's current constitution was established in 1947. So a large percentage of the Japanese citizenry have personal experience with failures of other forms of government. A too large percentage of the US citizenry have no memory or family history of living without personal freedoms so they take our constitutional protections for granted or even disparage them.
