BRING IN THE NATIONAL GUARD
Arrest all the looters and those destroying property.
Then use contact tracing ( phones) to see who was in the target when it was being looted, who was near the buildings when they started on fire, etc
Trace all of them and see if they are connected to antifa, gangs, organized crime, Democrats, etc.
