Just reading through the draft of POTUS's EO (to be signed today). The EO puts it on the FCC. Who is Chairman of the FCC? Ajit Pai. Yeah, I know, WikiPedia…but bear with me.

Ajit is a stickler for law, and is pro IBOR…and Dems don't like him. And POTUS appointed him.
There are 5 commissioners on the FCC board. 3-2 Rep-Dem.
One Dem is a POTUS appointee…Geoffrey Starks…who served as clerk for Deputy Attorney General on Domestic Violence.
The other Dem, also appointed by POTUS, worked as Senior Communications Counsel to the United States Senate Committee on Commerce, Science, and Transportation, under the leadership of Senator John D. Rockefeller IV (D–WV). Rosenworcel is the Chair of the Federal-State Joint Conference on Advanced Telecommunications Services.
