How can lockdown be justified in the first place?

liberty while Sweden stayed free in pursuit of herd immunity

"Some say that the post-coronavirus inquiry should focus upon why the government did not choose lockdown earlier than it did. Others want to know how track and trace was dropped in favour of a lockdown. Valid lines of enquiry, but the real question should be “why did we have lockdown at all?"
Hindsight provides marvellous clarity and no doubt with such little scientific certainty surrounding the virus at the beginning of the crisis, quick judgments had to be made. No doubt it also did not help that our leader was laid low for a time. Nonetheless, the decisions were ostensibly based upon advice from the secret Sage group of scientists who came to a quite different conclusion than the scientists in Sweden with, presumably, the same evidence…."
